Announcement

The Consulate General of India, Bali would like to inform that the deadline for accepting handwritten PIO card as a valid travel document (along with a valid foreign passport) has been extended until 31.12.2024. The Government of India will continue to accept PIO cards as valid travel documents along with a valid foreign passport and PIO cards will remain valid for entry/exit into India till 31.12.2024.

This extension of time line is subject to the condition that if in the interim any deadline is notified by ICAO, thereby making handwritten PIO cards invalid, then PIO card holders shall have to obtain appropriate visa from the Embassy prior to departure to India.

In this regard, all PIO card holders are once again requested to apply for conversion of PIO cards to OCI cards at the earliest.

OCI card is a smart card which will facilitate quicker immigration clearance at the Immigration Check Points and also for obtaining various consular services from the Indian Missions. Further, for those residing in India it will facilitate in availing various services in India.

Instructions: For all categories of OCI Card applications:

  • Non-Indonesian passport holder should provide residential Permit (KITAS) of Indonesia and such cases require more processing time.
  • Presence of applicant is compulsory while submitting the application.
  • Parents should not sign in the box for signatures, if applicant is minor and cannot sign, thumb impression (left for male applicants and right for female applicants) should be taken in the box.
  • Applicant is responsible for the details filled online. Please be careful while filling the online application.
  • All original documents should be submitted for verification at the time of submission of application.
  • Completed applications (print out) along with all the self-attested supporting documents which have been uploaded, can be submitted at the Consulate in person.
  • Please upload Photograph/signatures and supporting documents. No applications without uploading of these will be processed. Details of documents to be uploaded are given below under categories.
  • Photograph Specification: Photograph to be affixed on the application should be of square shape of size not less than 2-inch x 2-inch (with 80% coverage of face). It should have plain light color background (not white) without the border with front view of person’s head and shoulders showing the full face in middle of the photograph. It should not be stapled and should not have any signature. Same photographs should be uploaded online.

1.   Status check/Collection of OCI cards:

a) Status of the OCI card can be checked by the applicant by quoting passport number and Web file number. If the status shows date of dispatch from New Delhi, the applicant can collect his/her OCI card after 10 days of shown dispatch date.
b) The applicant may collect the OCI booklet from Consulate General of India either in person or through a duly authorized person. However, the condition is that the applicant should be physically present in the country of issuance of OCI card holder registration booklet when it is collected through an authorized person. Collection time is 1600 hrs-1700 hrs.
c) Please bring Receipt, PIO Card (If applied for PIO to OCI conversion) and original documents and passport (submitted online) at the time of collection.
d) After grant of OCI registration, a Registration Certificate in the form of a booklet will be issued.

Procedure:

  • The OCI in lieu of PIO form has to be filled up online under category “OCI card in lieu of PIO”. The application form is available on the website  https://passport.gov.in/oci and also at   www.mha.nic.in/oci
  • Subsequently, a print out of the filled up OCI application form with photograph and signatures in the box, should be taken and submitted at the Consulate counter.
  • Documents to be uploaded and attached with application:

a) Self-attested copies of current passport.
b) Self-attested copies of PIO (First page and last page)

B. OVERSEAS CITIZENSHIP OF INDIA (OCI) CARD (FRESH APPLICATIONS)

1.Eligibility
A foreign national, who was eligible to become a citizen of India on 26.01.1950 or was a citizen of India on or at any time after 26.01.1950 or belonged to a territory that became part of India after 15.08.1947 and his/her children and grandchildren, is eligible for registration as an Overseas Citizen of India (OCI) Cardholder. Minor children of such person are also eligible for OCI Cardholders. However, if the applicant had ever been a citizen of Pakistan or Bangladesh, he/she will not be eligible for OCI Card.

Benefits to OCI:

  • Multiple-entry, multi-purpose life-long visa to visit India;
  • Exemption from reporting to Police authorities for any length of stay in India;
  • Parity with NRIs in financial, economic and educational fields except in the acquisition of agricultural or plantation properties;
  • A person registered as OCI cardholder is eligible to apply for grant of Indian citizenship under section 5(1) (g) of the Citizenship Act, 1955 if he/she is registered as OCI cardholder for five years and has been residing in India for one year out of the five years before making the application;
  • Any other benefits to OCI cardholder which may be notified by the Government of India under Section 7B (1) of the Citizenship Act, 1955.

Benefits to which OCI Cardholder is not entitled:

  • The OCI card holder is not entitled to vote;
  • Cannot be a member of Legislative Assembly or Legislative Council or Parliament;
  • He/she cannot hold constitutional posts such as President, Vice President, Judge of Supreme Court or High Court etc.;
  • Cannot normally hold employment in the Government.

Application form and procedure:

Detailed instructions and procedure are also given at  https://mha.gov.in/MHA1/OCI.html which should be carefully read before applying.
Subsequently, a print out of the filled up OCI application form with photograph and signatures in the box, should be taken and submitted at the Consulate counter. Please select your category and apply accordingly.
a) IF APPLYING ON THE BASIS OF SELF-INDIAN ORIGIN PROOF: Please upload and attach with application form, following documents:

  • Self-attested copy of present valid passport with validity of minimum 6 months at the time of submission of application

In case application is submitted In India, copy of any type of Visa (other than Missionary Visa and Mountaineering Visa) / Residential Permit with 3 months validity as on the date of application.

  • Proof of Indian Origin       
  • Copy of the Indian Passport (First and last page) and Surrender Certificate OR
  • Copy of the Domicile Certificate issued by the Competent Authority; or
  • Copy of Nativity Certificate from the competent authority;

b) IF APPLYING ON THE BASIS OF FATHER/MOTHER: Please upload and attach with application following documents

  • Self-attested copy of present valid passport with validity of minimum 6 months at the time of submission of application.
  • Proof of Indian Origin:

OCI Card/ PIO card of parents (mother or father along with the base papers/ documents upon which the OCI/ PIO card was issued to parents; OR
Self-attested copies of Indian passport of parents (mother or father) OR
Any other proof substantiating the request.  Usually applicants are able to submit a certificate of residence or place of birth of self/parents/ grandparents from First Class Magistrate/District Magistrate (DM) of the concerned place.
 3.        Evidence of relationship: “Birth Certificate” issued from competent authority mentioning both parents’ name. If birth certificate is issued by Indonesian Authorities it should be apostilled by Ministry of Law and Human Rights, Indonesia along with attested English translation. If the certificate is issued in India, should be attested by Ministry of External Affairs, India In case the birth certificate is issued by a foreign authority, it is to be apostilled or endorsed by the concerned Indian Post abroad.” Only attested copy should be uploaded.

c) IF APPLYING ON THE BASIS OF GRANDFATHER/GRANDMOTHER: Please upload and attach with application following documents

  • Self-attested copy of present valid passport with validity of minimum 6 months at the time of submission of application.
  • OCI Card/ PIO card of grandmother or grandfather along with the base papers/ documents upon which the OCI/ PIO card was issued to grandparents; OR

Self-attested copies of Indian passport of grandparents (grandmother or grandfather) OR Any other proof substantiating the request.  Usually applicants are able to submit a certificate of residence or place of birth of grandparents from First Class Magistrate/District Magistrate (DM) of the concerned place.

  • Evidence of relationship: “Birth Certificate” issued from competent authority mentioning both parents’ name and birth certificate of parents showing grandparents name.  If birth certificate is issued by Indonesian Authorities it should be apostilled by Ministry of Law and Human Rights, Indonesia along with attested English translation. If the certificate is issued in India, should be attested by Ministry of External Affairs, India in case the birth certificate is issued by a foreign authority, it is to be Apostilled or endorsed by the concerned Indian Post abroad.” Only attested copy should be uploaded.

d). IN CASE OF MINOR CHILD WHOSE BOTH PARENTS ARE CITIZENS OF INDIA OR ONE OF THE PARENTS IS A CITIZEN OF INDIA. Please upload and attach with application following documents

  • Copy of child’s birth certificate. If birth certificate is issued by Indonesian Authorities it should be apostilled by Ministry of Law and Human Rights, Indonesia along with attested English translation. If the certificate is issued in India, should be attested by Ministry of External Affairs, India. In case the birth certificate is issued by a foreign authority, it is to be Apostles or endorsed by the concerned Indian Post abroad. Only attested copy should be uploaded
  • Copy of Indian passport of the parents / one of the parents OR

Copy of the Domicile Certificate or Nativity Certificate issued by the Competent Authority in respect of the parents/ one of the parents or any other proof substantiating the status of the parents/ one of the parents as being Indian citizen(s)

  • If the parents are divorced, court order of dissolution of marriage, which specifically mentions that the legal custody of the child is with the parent who is applying for the OCI card.
  • Proof of present citizenship–Self attested copy of present valid passport with validity of minimum 6 months at the time of submission of application.

e) IF APPLYING ON THE BASIS OF INDIAN NATIONAL SPOUSE OR INDIAN ORIGIN OF SPOUSE: Please upload and attach with application following documents:

  • Self-attested copy of present valid passport with validity of minimum 6 months at the time of submission of application.
  • OCI Card/ PIO card of spouse along with Indian the base papers upon which the OCI/ PIO card was issued to spouse; OR

Self-attested copies of Indian passport of spouse OR
Copy of the Domicile Certificate or Nativity Certificate issued by the Competent Authority in respect of the Indian spouse or any other proof Substantiating the status of the spouse as being an Indian citizen.

  • Evidence as spouse

Registered marriage certificate. If birth certificate is issued by Indonesian Authorities it should be apostilled by Ministry of Law and Human Rights, Indonesia along with attested English translation. If the certificate is issued in India, should be attested by Ministry of External Affairs, India.  In case the marriage certificate is issued by a foreign authority, it is to be Apostle or endorsed by the concerned Indian Post abroad.

C.  OCI-MISCELLANEOUS:

For issuance of new passport, change of personal particulars i.e. name, father’s name, date of birth, nationality etc.

Procedure:
Submit print out of the online application form along with photographs and signatures in the box, along with the documents as mentioned above.

Latest instruction/guidelines on "Re-issuance of OCI cards due to Issuance of new foreign passports to OCI cardholders".

(i)  Mandatory requirement of re-issuance of an OCI card each time a new passport is issued to a foreigner upto 20 years of age and once  after completing 50 years of age is dispensed with.

(ii)  OCI cardholder is required to get the OCI card re-issued only once when a new passport is issued after completing 20 years of age.

(iii)  OCI cardholder is required  to upload  ONLINE a copy of the new passport and a latest photo  each time a new passport is issued upto 20 years of age and onceafter completing 50 years of age.  The uploading of these documents may be done within three months of receipt of the new passport.  The service will be provided on Gratis  basis.

(iv) A detailed instruction in order to fill Online Application form and requirement may be accessed at https://ociservices.gov.in/welcome.

(v)  Foreign Spouse of an Indian Citizen or spouse of foreign origin of an OCI cardholder are required to upload a copy of  the new passport and also a latest photo ONLINE each time a new passport is issued along with a declaration on subsisting of marriage, copy of the Indian passport of the Indian spouse/passport & OCI card of the OCI cardholder spouse.

(vi) OCI cardholders are required to obtain Special Permission from concerned authorities to undertake certain activities in India. In order to make it convenient to such OCI cardholders, a separate sub-portal under the name “Apply for Special Permission (Only for OCI cardholders)” has been created in the Online OCI webportal at https://ociservices.gov.in/welcome. The link has detailed instructions as well as documents required to be submitted. The link would facilitate such OCI cardholders to apply for Special Permission.
